Senate Passes Jobs and
Business Tax Credit Bills
On Monday, September 26, 2011
the New Jersey Senate passed
several pieces of legislation that will
help New Jersey businesses who
continue to struggle with a stagnant
economy and a high unemployment
rate.
The following bills were supported by
the Chamber:
S-1949 (Sweeney/T. Kean), which
provides manufacturing companies in
New Jersey with an energy and utility
service sales tax relief benefit, up to
50%, similar to the one provided to
certain manufacturers located within
Urban Enterprise Zones in 2004. To
qualify for the tax break, a business
must employ at least 50 people at the
facility, and 50 percent of employees
employed at the facility must be
involved in the manufacturing
process. S-1949 passed by a vote of

S-3033 (Lesniak/Kyrillos), which
establishes the Grow New Jersey
Assistance Program to provide certain
eligible businesses with tax credits for
creating a minimum of 100 new or
retained full-time jobs, as well as

making capital investments of at least
$20 million in certain incentive
areas. S-3033 passed by a vote of

S-3054 (Sweeney) expands certain
corporation business tax credit
programs to small businesses,
particularly sole proprietors,
partnerships, and limited liability
companies. S-3054 passed by a

Green Jobs Education
Bill Passes in the Senate
The New Jersey Senate passed
legislation on Monday, September
26, 2011 that will increase green
jobs certification programs in the
state. The legislation, A-1098
(Coyle/Schaer/Addiego/
DeAngelo/Giblin), authorizes
county colleges and county
vocational school districts to
establish green job certification
programs. The Chamber supported
A-1098.
The Chamber stated in its desk letter
to the Senate that some county
colleges in New Jersey, including
Burlington County College, have
already developed educational

degree programs that will allow
students to graduate with an
Associate’s degree in areas related to
green energy, e.g., Sustainable
Energy Management. A certification
program would allow a mid-career
professional to gain knowledge in this
area, making them more valuable to
their company, as well as increasing
their skills and knowledge for future
promotions or other career
opportunities. This type of program
would also allow high school students
to receive training in this growing
career field and develop marketable
job skills when they enter the
workforce.
A-1098 was a companion bill to the
Senate version, S-1648 (Ruiz/
Whelan). A-1098 passed by a vote
of 38 – 0 and now goes to Governor

Continuum Health Alliance and
Atlantic Health System (AHS)
announced today that they are
working together to offer primary
care physicians in Northern New
Jersey solutions to better serve their
patients and communities in the
changing health care landscape.
Through their collaboration, AHS,
the region’s largest health care
system, and Continuum, the state’s
premier health care management
company, are developing an AHS
affiliated primary care network of
physicians, called Primary Care
Partners.
Wells Fargo & Company announced
that it has extended more than $1
billion in SBA 7(a) loans to small
businesses in the current federal
fiscal year (beginning Oct. 1,
2010), becoming the first lender to
reach this milestone in a year. The
company hit the $1 billion mark in
August, 11 months into the current
federal fiscal year. Wells Fargo has
loaned 27 percent more SBA 7(a)
loan dollars to small businesses
during the 12 months ending August

2011 compared to the same period a
year ago.

Certified Public Accountants as one of
the top 500 CPAs firm in the country.

AmeriQuest Transportation Services in
Cherry Hill, with revenues last year
exceeding $400 million, took 23rd place
on a list of the “Top 100” largest
privately-held companies in the state of
New Jersey. The list was issued by
NJBIZ, a New Jersey statewide business
newspaper. AmeriQuest moved up five
places on the list since last year, when it
reported revenues in excess of $350
million. The company also jumped to 4th
place among South Jersey businesses
and to 3rd place among companies in the
transportation industry.

The Alloy Silverstein Group
conducted their quarterly survey of
over 1,500 New Jersey and
Philadelphia CEOs and CFOs, and
the results paint a picture of skeptical
stability. Seventy nine percent of
respondents are anticipating little to
no economic growth during the next
six months, and although the majority
of respondents continue to describe
unemployment as the most important
and uncertain issue both locally and
nationally, half still do not carry plans
to hire over the next year.

Cheddar Bay Biscuits, you're
adding an additional 150
calories to your meal. Eat
three over the course of

dinner and that's 450 calories.
That's also roughly the number
of calories you can expect for
every basket of tortilla chips
you get at your local Mexican
restaurant. What's worse, none
of these calories comes paired
with any redeeming nutritional
value. Consider them junk food
on steroids.
