does not appear on the ballot, write the person's name in the blank space provided directly below the names of the other candidates for the office.

HOW TO RETURN YOUR BALLOT:

Remove the ballot stub from your ballot.

Regular office hours: Monday-Thursday 8:00 a.m.
to 5:00 p.m. On Election Day, the office hours will
be from 7:00 a.m. until the tally of votes is completed.
NOTE:
You must sign the Identification/Return
envelope
in your own handwriting!
If your ballot envelope is
not signed, your vote will not be counted!
If you
are unable to sign the return envelope, you may
make your mark and have one witness sign the
envelope.
Voters must only mail or deliver their own voted
ballot. If you are ill or disabled, you may authorize
your spouse, child, parent, grandparent,
grandchild, brother, sister, or a person residing in the
same household to return the ballot.
However,
you must complete the authorization box on the
return envelope, and the person delivering the
ballot must also sign the return envelope.

IF YOU SPOIL YOUR BALLOT
If you make a mistake, tear, or deface
your ballot, return it to the Elections Official and another ballot

Statement
of Reasons
TO THE HONORABLE DA VID PLANK: Pursuant to
Section 11020, California Elections Code, the undersigned
registered qualified voters of the City of lone, in the
County of Amador, in the State of California, hereby give
notice that we are the proponents of a recall petition and
that we intend to seek your recall and removal from the
office of both Mayor and City Councilman, in the City of
lone, California, and to demand election of a successor in
that office.
David Plank, as both Councilman and Mayor you've supported economic policies that have drained our city's
"Total Cash and Investments" from $9 million dollars in
2006 to $2.3 million in 20 11. You approved the current
lone City Budget which was revealed to be $199,999 deficit the night of your vote. You have without fail supported
the former lone's City Manager's financial agenda, characterized in the former City Manager's own words as
"spending more than we're taking in." Without seeking
either alternatives or competitive bids you have pressed for
the construction of a new $17 million dollar wastewater
plant which would require tripling current sewer rates to
finance. You have approved spending of over $850,000 in
legal fees during the past 3 years. You voted in support of
a contract extension WITHOUT ever reviewing a cost
analysis report. An extension which could increase the Police Chief's pension by up to 38%. As Mayor of our City
you alone denied an lone citizen his Constitutional Right to
freely express his opinion before the City Council. Mayor
David Plank, you have violated the Constitution, your Oath
of Office and the trust of the people. Thus, we are demanding your immediate recall from office.

Answer to the Statement
David Plank, Council Member, 12-16-08, Mayor, 1-04-11,
addressing claims within that period. By law, no Mayor
can act independent of Council on Capital, Budget or Contract decisions. Recall elections waste $10-14,000.00 of
your taxes depleting lone's budget.
Council follows common governmental strategy using expense reductions and fund reserves to cover budgeted expenditures; while maintaining services. Never have fund
balances reached unacceptable, dangerous levels. Current
fund balance is 38%.
Council approves attorney charges for specified, budgeted
projects and services.
Prior my tenure, 9-21-08, Council directed Staff to issue
Request for Competitive Bids, under law, for a wastewater
plant. Teichert and Auburn sent withdrawal letters. PERC
was compliant bidder.
Council voted to proceed with
PERC, 1-18-09.
Presently, cost figures are unavailable for wasterwater plant
construction and sewer rates. Council directed staff, 6-2111, negotiate DB OF agreement with PERC; simultaneously
commence rate study, PMC. Approximately 90 days from
contract signing accurate construction costs and sewer rates
will be determined.
Council approved extension of Police Chief's employment
contract lieu of accepting annual salary reduction of
$15,0001 year, (3 1/2yrs) saving lone $52,500 and potentially reducing pension.
Citizens are not denied right to speak during Public Comment; confirmed by tape recordings. PC rule is published!
announced.

Education and Qualifications:
I am running for lone city
council because I support public safety including our exceptional Police and Fire Departments, a balanced budget, a
fiscally responsible council, more local jobs, our two public
schools, economic development and paced, sustainable
growth for our community.
I've lived in lone over 15 years. My wife is a third generation Ionian. After serving as a Federal Express manager for
many years I went into the mortgage business. Lori and I
own Homestead Mortgage in Jackson. As a local business
owner I am trusted for my common sense, logical thinking
and honesty. I'm a direct, straightforward person. Myeducation is a Bachelor of Science degree in Business Management. I understand complex financial instruments. I believe
I have the integrity and resolve to do what's best for lone.
I am prepared to help the city. I do my homework and will
help fix the wastewater problem and help us become fiscally stable with a balanced budget.
If elected I will work to the best of my ability. I hope to be
a consensus builder bringing all sides together for the good
of lone.
I do not support the recall.
