Thought-Starters & Facilities Needs Assessment
& Improvement Planning Process
a. LPA presented visioning thought-starters,
a description of the FNAIP planning
process, and a schedule timeline (see
attached PowerPoint document).
b. It was described that the varied meetings
and conversations taking place are meant
to encourage a fully collaborative and
inclusive process for all District
stakeholders.
c. It was explained that while the current
climate may be one of budgetary
restrictions,
the

Needs
Assessment
&
Improvement
Plan
Committee and other stakeholders in this
facility planning process will need to be
forward-thinking and truly visionary to
ensure that the end product is a plan that
fully supports the District’s educational
goals and operational needs 10 to 20
years down the road.

Attendees were separated into smaller working
groups to participate in an open-ended visioning
discussion.

Learning Center and conduct a small group breakout activity for the purpose of developing a vision
for the High School Improvement Plan. The intent
of this exercise was to develop ideas and determine
the top priorities. These ideas shall be used to help

equipment to enhance and better support
the program.

The site is interested to provide additional
programs including: Pharmacy Tech/
Applied Health, a Culinary Arts, and a
Silk Screening programs. Program costs
for each, shall be further evaluated before
a decision is made. Classroom facilities
shall be flexible enough to be able to
support any type of program.

Temple City High School
a. LPA presented the Site Analysis for
Temple City High School, noting the main
concerns and priorities of the site that
were discussed at the Site Committee
Focus Group meeting.
b. In addition, the committee commented
that the Locker Rooms are also outdated
and the large space occupied by showers is
underutilized.
c. LPA conducted a hands-on small group
activity where the committee members
provided insight on what their vision
would be for Temple City High School.
The following comments were made by each of the
four (4) small groups in regards to their vision for
Temple City High School:

a. Several tennis courts were recently done.
Provide new tennis courts adjacent to
existing so all six will be together.
b. Expand drop off to the front lawn.
c. Build
new
community
oriented,
Performing Arts complex with 1,200 seat
theater and support spaces next to the
East parking lot. This is needed to support
the school’s Performing Arts program and
is a facility that the community lacks.
Potential joint use facility with the City.
d. Organize Classroom buildings in an ‘L’
shaped configuration to create a large

proposed master plan for each of the elementary
school sites. Committee members can review the
attached presentation. LPA will make revisions to
the proposed scheme based on the comments made
by committee members present.

a. LPA summarized the existing campus and
noted that there is a lack of parking
spaces and that the lawn area is a valued
space used by the school for weekly
lunches.
b. LPA presented the initial master plan for
Cloverly Elementary School, stating the
following:
i.
There is potential to expand the
drop-off at Broadway for
approximately sixteen parking
spaces and thirty-three at
Cloverly Ave. A few spaces will
be lost at Broadway parking lot
to protect existing trees.
ii.
The existing Administration is
currently inefficient and will be
reconfigured into a Staff Lounge
with a new Administration and
Health addition.
iii.
Providing a new Lunch Shelter
would alleviate the MPR from
being used as a cafeteria and
allow multiple functions to occur.

a. Q: Can the Science and Art building be
two stories to accommodate a computer
lab on the first and the Science/Art on the
second?
A: LPA will study the budgeting for the
two-story building, but it is not necessary
since the school does not have an increase
in enrollment.
b. Q: What does the Learning Court entail?
A: Learning Courts are intended for
potential outdoor instruction and student
gathering by providing site elements such
as seating, tables and shade.
c. C: The proposed master plan shows a lot
of parking that decreases the amount of
green space. There is a need for green
space.
A: LPA suggested that sixth grade
classrooms can be moved to a new twostory building that would allow the Fifth
grade to move to where the Sixth. A
larger quad can be provided by
demolishing the two classroom building
currently occupied by Fifth grade.

Emperor Elementary School:
Questions and Comments by FNAIPC
a. The addition of classrooms to the existing
two-story building would reduce the
amount of valuable green space and
eliminate a significant school ceremony
space.
b. Do not expand parking lot at Lemon
Avenue. The street is not ideal for a
traffic exit and is used for street parking.
c. C: The school would love additional
spaces for students to congregate.
d. C: Lunch shelters with west orientation
are not fully functional when it rains.
A: This can be solved by adding
mechanisms such as walls.
e. C: The current Quality Care can be
demolished and relocated due to
inefficiency.
A: LPA will show a transitional
Kindergarten by the administration and
one to two Quality Care rooms where
Science/Art is shown.
f. C: The location of the lunch shelter is a
potential issue due to its exposure to the
street.
A: The lunch shelter at this location can
be celebrated by the use of systems such
as Calwal.

efficient parking and drop-off at the
Southwest corner of the campus and that
exiting into a residential cul-de-sac

La Rosa Elementary School, stating the
following:

The Southwest parking lot and
drop-off can be expanded to
include two rows of parking with
a separation for the drop-off
zone. The parking lot will also
link La Rosa Drive with Pentland
Street, allowing for through
circulation and avoiding exiting
into the cul-de-sac.
ii.
There is an opportunity to
provide a covered area at the
drop-off in front of the
administration. LPA will discuss
the appearance of this.
iii.
The Speech, Psychology, RSP
and ELD programs at the twostory building will have doors
that allow the programs to
operate as an LRC.
iv.
Current Kindergarten classrooms
are undersized.
There is an
opportunity to reconfigure the
building east of the MPR and the

building will be demolished for

These
classrooms will have their own

The campus will be connected by
a new Administration, Lounge
and Library building with a twostory lobby that connects to the
second floor of the adjacent
classroom

with
modernized Fourth through Sixth
grade classrooms.
These
classrooms will be separated

The
location of the administration
provides increased security for

Covered walkways will be provided between the
LRC and the fifth grade classroom, as well as

keycard access to allow access to only
designated staff.
v.
Fencing will be provided at the North and West
parking lots to create a secure campus.

LPA presented the initial master plan for
Longden Elementary School, stating the
following:

The existing Kindergarten and Quality Care
building will be demolished for a new First
grade classroom building and Main Quad. A
new Lunch Shelter will be provided south of the
MPR with a stage for flexible use.
iii.
Kindergarten will be located in the first floor of
the existing LRC and Administration. The
existing first floor will be reconfigured for six
Kindergarten classrooms, a Literacy Lab and
Science/Art classroom.
iv.
The campus will be connected by a new
Administration, Lounge and Library building
with a two-story lobby that connects to the
second floor of the adjacent classroom building
with modernized Fourth through Sixth grade
classrooms. These classrooms will be separated
from the Kindergarten below with direct

a. C: Even though grades 4-6 are on the second floor, there
is concern for the Kindergarten located below.
A: Kindergarten classrooms can be located on the south
side of the first floor to create further separation.
b. C: Indicate bike racks. There is a potential need for
additional bike racks.
c. C: The location of classrooms in the reconfigured
building is a concern due to its distance from the MPR.
This can be problematic during inclement weather.
A: Covered walkways can be provided to protect
students from sun and rain.
d. C: There is concern for rain and sun at the lunch
shelter.
A: The lunch shelter can be protected by providing walls
and enclosures.
e. There is a potential need for additional bike racks.

a. LPA summarized the existing campus and noted that the
campus is has a linear organization spanning East to
West. LPA also stated the elongated parking lot is

b. LPA presented the initial master plan for Oak Avenue
Intermediate School, stating the following:

classrooms per grade level. These include (3)
English, (3) History, (3) Math, (3) Science
Labs.

Proposal includes demolition of the 100, 200
and 300 buildings and replacement with a new
2-story classroom building. Total classrooms

portable units into the permanent construction.

The proposed Master Plan also includes a new

improvement/expansion of the electives labs to

Temple City High School:
Questions and Comments by the FNAIPC
a. Committee liked the relocated Administration adjacent
to the main campus entry point. Enhances student
safety by providing a check-in point for all visitors to the
campus.
b. The 2-story classroom building should be in an ‘L’ as
opposed to a ‘T’ configuration to minimize hidden areas
of the campus to enhance supervision and safety.
c. Include Student Activities offices and ASB classroom
within the existing Library building adjacent to the
central quad and campus “front door”
d. The girls locker room needs reconfiguration to better
meet the needs of the PE program and provide team
rooms for girls athletics.
e. Locate the proposed Field House for the Stadium and
playfields so that it can service all fields athletic
programs and have access to parking.
f. Address the curb appeal of the entire campus from
Temple City Blvd., and Lemon Ave.
g. An electronic marque sign and campus signage is
required.

a. The next FNAIPC meeting will be held on April 9 at
3:30pm – 5:30pm in the District Board Room. Agenda
shall include the following:
i. Presentation of final proposed school site
master plan diagrams.
ii. Prioritization of proposed scopes of work by the

inclusive of hard construction costs and project
soft costs. Numbers presented are representative

FNAIPC – Scope of Work Prioritization Voting
The FNAIP committee spent 30 minutes to vote
on the highest priority items for the 7 district
school sites. Each committee participant was
given 20 dots and 5 stars with which to vote.

of the prioritization voting process totaled by
