LESLIE DANIELLE HARRISON
WHEREAS, LESLIE DANIELLEHARRlSQN of-Mecklenburg County, NorthCarolina
was commissioned to act as a notary public on March 1,2009 and presently continues to hold
such commission; and
WHEREAS, the Secretary of State received a complaint in February of 2009 concerning
the performance of certain notarial acts by LESLIE DANIELLE HARRISON; and
WHEREAS, following an investigation of the aforesaid complaint, the Secretary of State
has determined that LESLIE DANIELLE HARRISON admitted that she forged the signature of
Traci England on a Deed of Trust and then fraudulently notarized the deed which is a violation of
North Carolina General Statute Chapter"lOB-60 (c)(l) and (d)(I). In addition, LESLIE
DANIELLE HARRISON failed to respond to the inquiries ofthe Department in the time period
allotted which is a violation of 18 North Carolina Administrative Code 07B.Ol 07 (d) and
07B.0905; and

WHEREAS, N.C. Gen. Stat §IOB-60 (c)( I) states, "A notary shall be guilty of a Class 1
misdemeanor if the notary does any of the following:
(1) Takes an acknowledgment or administers an oath or affirmation without the
principal appearing in person before the notary."
WHEREAS, N.C. Gen. Stat. §10B-60 (d)(l) states, "A notary shall be guilty of a Class I
felony if the notary does any of the following:
(1) Takes an acknowledgment or a verification or a proof, or administers an oath or
affirmation if the notary knows it is false or fraudulent,"
WHEREAS, 18 NCAC 07B.OI07 (d) states, "A notary shall respond within the time
period set out in a request from the Director for information, including a request for information
regarding wrongful notarial acts alleged to have been performed by the notary."
WHEREAS, 18 NCAC 07B.0905 states, "The Director may take disciplinary action
against a notary for violation of Chapter 07B of the General Statutes or this Subchapter, including
failure to provide information required by Rule .0107 of this Subchapter."

WHEREAS, N.C. Gen. Stat.§10B-60(a) provides that the Secretary of State may revoke a
notarial commission on any ground for which an application for a cormnission may be denied
under N.C. Gen. Stat.§lOB-5(d); and N.C. Gen. Stat.§10B-5(d) (5) provides that the Secretary of
State may deny an application for a commission if the applicant has engaged in official
misconduct within the meaning of N.C. Gen. Stat.§lOB-3-15(a & b); and
WHEREAS, the Secretary of State has determined that the aforesaid actions of LESLIE
DANIELLE HARRISON constitute official misconduct. LESLIE DANIELLE HARRISON
admitted that she forged the signature of Traci England on a Deed of Trust and then fraudulently
notarized the deed which is a violation of N.C. Gen. Stat.§10B-60 (c)(l) and (d)(l). In addition,
LESLIE DANIELLE HARRISON failed to respond to the Department's
inquiries in the time
period allotted which is a violation of 18 NCAC 07B.OI07 (d) and 07B.0905. After consideration
'of all the evidence available the Department determined that the interest of the public will best be
served by the permanent revocation of the Notary Public Commission of LESLIE DANIELLE
HARRISON.

IT IS THEREFORE ORDERED that the commission of LESLIE DANIELLE
HARRISON, of Mecklenburg County, to act as a Notary Public is PERMANENTLY
REVOKED
IMM'FDLATELY, ..aJlCL.-

VlHEREAS, N.C. Gen. Stat.§lOB-36(d) requires, "as soon as is reasonably practicable
after resignation, revocation, or expiration of a notary commission, or death of the notary, the seal
shall be delivered to the Secretary for disposal."

IT IS FURTHER ORDERED that LESLIE DANIELLE HARRISON surrender her
notarial stamp or seal to the Secretary of State by delivering the said stamp and seal to the
Director of the Certification and Filing Division of the Department ofthe Secretary of State.
