This report only provides part of the picture. It studies those who committed suicide attacks or were
convicted in the U.S. and does not factor in Europeans who may currently be fighting U.S. forces or
attacking U.S. interests abroad. It also does not include individuals convicted in Europe for planning to
attack the U.S.
The evidence suggests that European and American counterterrorism strategy has been effective in
reducing the European aspect of the AQ and AQ-inspired threat facing the U.S. homeland. However, as
the Boston Marathon bombings proved, the threat is on-going.
