Security here
in Crame very
high: air force
in full swing
CAMP CRAME is very close to
ourheadquarters, justaturnand
you will see the gate 2 of the
camp. It is only approximately
400 meters from the headquar
ters to the camp.
So we peeked there to see the
condition. There are many media
people there from GMA to ABS
CBN. Also many worldwide me
dia men are there at the time of
writing.
Security is very high even here
in our headquarters the sound of
helicopters whizzing around the
area are heard. That is also vis
ible here.
Also many soldiers are posi
tioned outside the camp and the
nearby Camp Aguinaldo for the
time being.
Is this a part of the special
treatment that Janet Napoles is
reportedly experiencing?

Just hours after Malacanang set
a P10-million bounty for any
information leading to her
arrest, Janet Napoles surrendered to President Benigno
"Noynoy" Aquino III, and is now
in Camp Rafael Crame for securityreasons.
Napoles, who is wanted for alleged
serious illegal detention of Benhur Luy,
a whistle-blower in the P10-billion
"pork barrel" scam, surrendered
around9:37pm,Wednesday.
"Janet Napoles surrendered to

PresidentAquino.Napolesiswantedon
charges of serious illegal detention
arising from the alleged kidnapping of
Benhur Luy," Malacanang said in a
statement.
Malacanang said Aquino turned over
Napoles to Interior Secretary Manuel
"Mar" Roxas and "Philippine National
Police Director-General Alan Purisima
forprocessingandbooking."
Napoles surprised the whole nation
when, after hiding for over two weeks,
suddenly surrendered--not just to any
law officer but to the highest official of
theland,PresidentAquino.

This move raised several speculations
such as the surrender being a "scripted"
plan to surface Napoles, as claimed by
KabataanPartylistRep.TerryRidon.
Roxas however said Napoles opted to
surrendertothePresidentoutoffearfor
herlife.
"Hindi siya ang maimpluwensiya. Ang
pangulo ay nakatanggap ng surrender
feeler…si Napoles na possible witness o
hinahanap dahil napakalaki ng
iniimbestigahan, karapat dapat lang na

maibalik sa kustodiya," Roxas told
reporters at Camp Crame, where
Napoleswillbedetained.
Roxas also said there is no special
treatmentforNapoles.
"Trabaho namin ito. Wanted siya na
tao. Mas gusto mo ba na hindi namin
pansinin ito e hinahanap siya ng buong
sambayanan? Siya ang nasa sentro ng
napakalaking anomalya na ito.
Mahalaga ma-isecure siya para
malaman natin ang katotohanan.
Ginagawa natin ang lahat para maisecure natin ang kaniyang testimony,"
addedRoxas.

The Philippines continued to
exceed expectations and remained
the
fastest-growing
among
emerging economies in the region,
the government on Wednesday
announced.
The country’s gross domestic product
(GDP) expanded by 7.5 percent from
April to June, faster than the 6.3
percent growth it posted in the same
periodin2012,officialdatashowed.
“We remain the fastest growing
economy among emerging economies
in the ASEAN region,” Socioeconomic
Planning Secretary Arsenio Balisacan
claimed.
The country’s growth is “the same as
that of China” and “surpasses the
growth rates of our Asian neighbors,”
Balisacan said. It also tops analysts’
forecastof7.2percent.
GDP measures the value of all goods
and services produced within a
country’s borders during a specific
period. It is used as an indicator of a
country’seconomichealth.

The second-quarter figures bring the
country’s growth rate in the first half to
7.6 percent. The government revised
growth from January to March
downward to 7.7 percent from 7.8
percent.
“The second quarter growth is the
fourth consecutive GDP growth of

Administration,”
the
National
Statistical Coordination Board chief
said.
NSCB Secretary General Jose Ramon
Albert further said that the “resilient
services sector, which grew by 7.4

thecountry’sgrowth.”

porkbarrelremovalandreformcalls

“Of course, the best solution is to discontinue the pork
barrel system by reducing what has been proposed by the
President in the 2014 budget for PDAF to zero… Senators
and congressmen are expected to pass laws and exercise
oversight functions over the Executive Department’s
implementation of existing laws. We are not expected to
build roads, bridges, and other infrastructure projects.”
Sen.MiriamSantiago
“Leaders and officials
should take heed of the
winds of change and
realize that the old ways
have not worked. The old
system which had lax
safeguards against
misuse must be replaced
with more specific and
limited projects, because
everyone knows this
money can be put to
better use.”- Sen.Angara

The decision to abolish the PDAF is a step that will free the
poor from the shackles of political debt and patronage,
which had been the practice of corrupt politicians who
would do everything to perpetuate themselves in power.”

The central figure in the so-called “pork
barrel scandal” may already be in
government custody, but Filipinos have
beenurgedtoheavenosighofrelief.
The surrender of businesswoman Janet
LimNapolesshouldnotpacifyangeroverthe
alleged misuse of public funds, a lawmaker
said.
“The public should not rest easy yet,”
Kabataan Party-list Representative Terry
Ridon said hours after Napoles’ surrender to
President Benigno Aquino III late
Wednesday.
The recent development “should not deter
the public from stepping up the call for the
abolition of the pork barrel system,
particularlypresidentialpork,”headded.
Ridon went on to say that Napoles’
surrender
could
be
Malacanang’s
mechanism to diffuse calls to abolish the socalled“presidentialpork.”
“The surrender seems among the
‘calculated tactics’… to defeat the public
outrage and deflect the increasing pressure
on the President to give up his own pork,”
Ridonsaid.

The militant lawmaker also said Napoles
shouldbeforcedtoidentifythoseinvolvedin
the scam “even if it leads all the way to
Malacanang.”
ReportsrecentlyclaimedthataMalacanang
consultant closely linked to Napoles has
beenfiredattheheightofthecontroversy.
Napoles, who is accused of illegally
detaining whistleblower Benhur Luy,
surrendered on the eve of a Senate Blue
RibbonCommitteeprobe.
This led to rumors that Napoles will be put
on the witness stand to identify the
lawmakers who diverted funds to her
nonexistentNGOs.
Senator Francis “Chiz” Escudero however
notedthatitmaybetoolatetoinviteNapoles
to the Senate hearing scheduled 9 a.m.
Thursday.
“Next hearing maybe,” the senator, who
earlier pushed for the abolition of the
Priority Development Assistance Fund,
said.
“But I’d like to find out who arranged her
surrender to PNoy,” dzBB report Nimfa
RaveloquotedEscuderoassaying.
Commenting on rumors of Napoles being
state witness, Escudero deferred to the
Justice department, adding however that
the businesswoman should point to
someonewhois“moreguilty.”

For his part, Senator Gringo Honasan, who
is among the five senators implicated in the
scandal,continuedtodenylinkstoNapoles.
He does not know Napoles personally,
Honasan said, even as he noted that her
husband’s name is familiar from his days in
the military, particularly during People
Power1.

“WithorwithoutNapoles,mapapatunayan
ko di ako sangkot sa pork barrel scam. Kung
may FOI Law, di tayo naghahabol ng ganito,”
thesenatoradded.
Aside from Honasan, also dragged into the
scandal are the names of Senators Bong
Revilla, Jinggoy Estrada, Juan Ponce Enrile
andBongbongMarcos.

COMMENT
CONSCIENCEistheforcebehindthis
Janet Napoles surrender. You cannot
imagine a person tough like this to be
conscienced like that.
We firstly congratulate the surren
dering person. You have that effron
tery to face the people in the Philip
pine Daily Inquirer, and to surrender
like this.
Let us now be serious. Secondly, the
government did a very finnese job in
doing this operation. From the sur
rendering call to the methods of op
erationalizing it, the government
sure is ready for this.
That arose concerns that this sur

render might be scripted to alley the
president's nonLiberal foes.
We do not now know why the de
tractors always blend in political is
sues in the height of a big break.
RE: FRONT PAGE HEADLINE
Every newspaper gets a "Gotcha"
moment ever since a famous tabloid
used it infamously for a banner head
line.
This just shows that this newspaper
that you are reading is a part of what
is happening. We are a participant
and are also an observer. Binding this
two aspects is the magic of this.
