Congressional Reform Amendment
Section 1

Amendments Repealed

1. Amendment XVII is hereby repealed.
a. Members of the Senate shall be elected by majority vote of the
respective State legislatures with approval of the Governor of
aforementioned State.
2. Amendment XXVII is hereby repealed.
Section 2

Conflicting Legislation

All legislation that conflicts with the provisions of this Amendment is hereby
repealed.
Section 3

Congressional Compensation

The compensation of Congressional Membership shall not be changed in any
manner other than provided for hereafter:
a. Congressional salaries shall be frozen at current rates for a period of
five (5) fiscal years after the ratification of this Amendment. After
which Congressional salaries shall receive a yearly cost of living
adjustment, at a rate of 1.5%.
b. Congressional Membership may request an additional increase, upon
two-thirds vote, with approval by national referendum to be held
simultaneously with Congressional elections.
c. Congressional Membership may refuse aforementioned cost of living
adjustment by majority vote of each respective House.
d. Any form of Congressional compensation shall cease upon removal
from or resignation of office.
Section 4

Retirements / Pension

1.
Effective immediately upon ratification of this Amendment, Members
of Congress are no longer eligible to participate in any form of federally
funded retirement or pension plans.

a. All Members of Congress currently covered under the Federal
Employees Retirement System or the Civil Service Retirement System
may keep their contributions at current levels.
b. No future contributions may be made to either FERS or SCRS and all
matching ceases.
Section 5

Congressional Exemption / Exclusion

Congress shall not have the power to exclude or exempt its Members from any
Act, Amendment, Executive Order or any other change or decision with the
effect of law, nor circumvent the effects of aforementioned Acts, Amendments,
Executive Orders or changes or decisions with the effect of law.
Section 6

Term Limits

Congress shall serve elected terms as follows:
a. Members of the House of Representatives shall serve terms of six (6)
years, for a maximum of twelve (12) years.
b. Members of the Senate shall serve terms of three (3) years, for a
maximum of six (6) years.
Current Members of Congress may serve one (1) additional term, if their
tenure exceeds the aforementioned amount at the time this Amendment is
ratified.
Section 7

Modification

No part or portion of this Amendment may be modified nor circumvented by
Act, Congressional Referendum or Executive Order but may only be
modified by Congressional request, with two-thirds vote and approved by
national referendum.
