The ‘one-stop shop’ for NSW Government suppliers & buyers.
GRUDEN IS THRILLED TO HAVE BEEN A LONG-STANDING TECHNOLOGY PARTNER OF THE NSW
GOVERNMENT SINCE 2005.
In that time Gruden has focussed on making sure that we have a strong understanding of the
policy and operational challenges that Government faces, and then using that understanding to
help deliver technology solutions, such as app development, that hold up to the rigorous
standards expected when tax-payers funds are at stake.
The NSW Government had a change of procurement that was focussed in injecting a giant dose
of agility and ease-of-use into the way that Government goes about buying goods and services.
They wanted to extend their existing NSW eTendering platform to provide a major step away
from traditional tendering that traditionally takes weeks or months to arrive at a decision…this
needed to support procurement that could:
Occur over a short period of time
Keep supplier prices sharp and competitive
Give any business a simple way of become an approved supplier of goods and services
to Government, in particular SMEs
It had to provide a way for would-be Government suppliers to register and be approved to
supply in record time. Also the requirements included support for Government departments
issuing requests for quote from a pool of approved suppliers, and allow those suppliers to
respond quickly with their price and other details.
It had to allow the winning supplier to be evaluated and engaged in a snap. Government
contracts have to be published on the web to support complete transparency, so the solution
had to automate that too.
The business processes that this solution supports must be absolutely fair and equitable to the
competing suppliers, the solution had to include a complete reporting capability, and also all
key activities that users take must be recorded and auditable to a standard that would hold up
Additionally, the NSW Government runs a goods and services catalogue for all goods and
services, this catalogue lists all the suppliers that are approved to service Government; and the
new eQuotes solution had to integrate with that too.
A tall order? Not with Gruden’s experience and expertise with delivering to Government
standards and scale.
ANALYSIS & DESIGN
Gruden worked closely with NSW Government to capture business requirements and thrash
out the details around roles that the various people involved in these processes would play.
With the development of business requirements that reflected the processes involved Gruden
was able to develop wireframes of the key screens and socialise these with the stakeholders.
With feedback and refinement of these wireframes a more comprehensive interface design was
able to be developed, while concurrently the detailed technical design was able to be
The NSWBuy eQuotes platform had to be built on top of the existing NSW eTendering web
application so that suppliers and buyers would have a ‘one-stop shop’.
The platform is based on ColdFusion, MySQL and this project expanded some of the PDF
With a strong focus on ease-of-use and speed the emphasis throughout was ‘simplicity’.
The audience for this new offering was known to diverge from the existing traditional tendering
crowd and so the people that were uninitiated in that world had to be able come to this and be
able to have clarity of task and the steps they had to take very clearly laid out for them.
NSW Government & its supplier have taken to the platform to an extent exceeding all

quotes is starting to overtake the number of traditional tenders.
