Description of the Apple Valley Ranchos Water System to be Acquired

Except as expressly stated herein, all property, real, intangible, and personal, including
records, books, accounts, utility plants, water supply contracts and water rights, and “water
system” as defined in Section 240 of the California Public Utilities Code, that are owned by
Apple Valley Ranchos Water Company and comprising its water service system for supplying,
treating, pumping, transmitting, distributing, testing, monitoring, measuring, and delivering all
classes of water service to and within the Apple Valley Ranchos Water Company Service Area,
as that is shown and described in the records of the California Public Utilities Commission, as
well as in property information reports, aerial views, and the Mojave Basin Area Adjudication.
The boundaries of the Apple Valley Ranchos Water Company Service Area, also shown and
described in filings with the California Public Utilities Commission, are depicted in Attachment
1. A general description of the service area, operational well facilities and other system facilities,
is available in Apple Valley Ranchos Water Company’s most recent Urban Water Management
Plan, incorporated as Attachment 2. The utility plants, the current plant facilities index, and
service connections are described in Apple Valley Ranchos Water Company’s most recent
Annual Report to the California Public Utilities Commission, which is incorporated as
Attachment 3. Property information reports, as well as aerial views of each cited property and
assessor’s maps, on recorded holdings of Apple Valley Ranchos Water Company in San
Bernardino County according to Datatree are incorporated as Attachment 4. The Mojave Basin
Area Adjudication, laying out the specific production rights of Apple Valley Ranchos Water
Company, is incorporated as Attachment 5, including but not limited to Table B-1 on page 466
and Exhibit E on page 499 of this document . The most recent Watermaster’s Annual Report,
examining production rights for the region is incorporated as Attachment 6, including but not

limited to Appendix B on page 624, Appendix E on page 649, Appendix H on page 688, and
Appendix I on page 708 of this document. Zoning information about each of the properties
owned by Apple Valley Ranchos Water Company is relayed in a table incorporated as
Attachment 7. A general categorical list of properties comprising the Apple Valley Ranchos
Water System is incorporated as Attachment 8.
