submission (jointly with Coleralne AUT) to the Chilver Review Group.
local Committee feel that it is very important that we are made aware of the
views and Ideas of members before we begin to formulate the AUT submission,
and we hope the Special General Meeting will help in this.
The last Newsletter mentioned the very vague and general terms of reference
laid down for the Review Group.
Since then many members will probably have been
involved In some discussion concerning the University submission to the Review
Group, either at departmental or at faculty level.
From these discussions it
seems that some of the major areas which must be considered are: (I) the role of
the UGC in Northern Ireland in relation to DENI, (ii) the co-ordination and
rationalisation of higher and further education, (iii) the development of the
Universities in the 80’s and 90’s in relation to the needs of the comunity and
(iv) teacher training.
Since it is obviously unsatisfactory to have to guess at what may be in the
minds of the members of the Review Group, we have requested that they provide us
with information as to the areas which they consider are important, and also with
the official statistics and projected statistics for Northern Ireland (similar to
those published for Great Britain in the DES discussion paper “Higher Education
Into the 1990’s”) which they will be using.
We hope there will have been a
response to this request before the General Meeting.
2.

Salaries

Our most recent information on salaries is contained in a letter from the
General Secretary (LA/l323) which can be sumarised as follows:
At the request of Committee A (University Authorities Panel + AUT), there
was a meeting of Comittee B on Monday 12 February, at which Committee A formally
notified the DES that any settlement reached should operate from 1 October 1978.
This notification satisfies the constitution of the negotiating machinery and
therefore safeguards backdating to 1 October,

Against the background of the present industrial action of local
Government workers it was felt to be pointless to press for an offer at the
meeting since it is inadvisable to force an open Government stance after which
it might be difficult to make further progress.
Committee B took the
opportunity to explore, without commitment, the Government’s ideas on comparability
and it was agreed that further exploratory talks will continue.
It was also
agreed that as the situation develops, either the Government or the Universities
side could ask for Conmnittee B to convene at short notice.
3.

Call for Motions for Council

The Summer Council Meeting will take place in Leeds on 17—19 May 1979.
The business to be taken atthe meeting is that of the Salaries and Grading
Committee, the Membership and Organisation Committee, the Superannuation Committee
and Officers.
It may be helpful to members to know the terms of reference of
these Committees, which are as follows:
Salaries and Grading Committee
Terms of Reference: “The Committee shall be responsible, subject to
Executive, for negotiating the salaries, grading and other related salary
matters of the membership represented by the Association.’
Membership and Organisation Committee
Terms of Reference: “The Committee shall be responsible to the Executive
Committee for the non—financial matters concerning the Rules, membership
and organisation of the Association, and for the relationship of the
Association and other trade unions and professional organisations.”
Superannuation Committee
Terms of Reference: “The Committee shall be responsible, subject to
Executive, for negotiating the superannuation schemes of the membership
represented by the Association, and for advising members on superannuation
matters.”
Officers
Note: In addition to matters referred to them as necessary, the Officers
deal with questions concerning legal defence, academic freedom, contracts
with Parliament and the Press, and international affairs.
Will members who wish to submit motions on any of these areas please send them
to the Hon Secretary as soon as possible, and NOT LATER THAN WEDNESDAY 14 MARCH.
4.

University Technicians’ Work—to-Rule

I mentioned in the November Newsletter that Headquarters had been notified
by ASTMS that their members among University Technicians have been instructed to
work strictly to ther terms of their job descriptions and not to undertake work
arising from staff shortages due to illness, absence or non-replacement of posts
resulting from economy measures.
This action is being taken in connection with
the technicians’ salary claim.

Locally, we understand, ASTMS elected not to take any action until the
outcome of the claim under Schedule 11 of the Employment Protection Act (based
on comparability with other workers who have similar duties) was known.
Following the failure of this Schedule 11 claim, Queen’s branch of ASTMS have
officially endorsed the work-to-rule and so it may be worth repeating the advice
from Headquarters to AUT members which is:
“All AUT members are asked not to undertake work that would otherwise have
been done by the technicians nor to jeopardise the campaign which ASTMS
is conducting.”
