Foreword
Corporate Social Responsibility is the continuing
commitment by business to behave ethically and
contribute to economic development while improving
the quality of life of the workforce and their families
as well as of the local community and society at large.
To ensure that subcontractors and suppliers follow
the working ethics of the hiring company, they have to
go through a stringent vetting procedure. Suppliers
and subcontractors are required to show recognised
certification that they meet accepted standards of
working practice.
In this issue of Worldwide Construction Services
Review we turn the spotlight on the essential
contribution that CHAS (Contractors Health and
Safety Assessment Scheme) makes as a vanguard for
maintaining quality and the highest standards of Health
and Safety throughout British companies. The CHAS
health and safety scheme allows contractors to show
potential clients that they meet the required health and
safety standards and has a vast database of suppliers.

Pre-qualification Questionnaires, commonly referred
to as PAS91, which is a publicly available specification
that contains question sets suitable for use to assess
construction supply chains and the accepted standard
for construction related procurement.
All this and more makes up this very special issue and

Speedy Services SafeStart17
“Best Exhibitor at Show”

Along with a wide range of tools, Speedy offers
specialised safety equipment and training. In fact
safety is at the core of everything that Speedy
Services does and the business leads in this area.
It is proud to have recently launched an ‘intelligent
safety’ campaign which promotes safety related
topics to the industry. The campaign is promoted
through briefings on-site, with associated
handouts for customers to use and updated
through a dedicated online micro site. Training
information is provided on safer products, and

raises awareness of health and safety hazards
in the industry including dust control, working
at height and hand arm vibration. This campaign
embodies the goals and objectives of SafeStart:

SafeStart 2017

Award

SafeStart has been designed to send out a coherent
safety message across the network of IPEM Partner
companies which include AMCO Rail, ARUP, ATKINS,
Carillion, GallifordTry, MURPHY and Network Rail.  
SafeStart was created in 2014 and has continued to
grow and develop with each year becoming larger and
better. To cater for the increase in size of the event, this
year welcomed a new venue – Stoneleigh Park.   As part
of the events development 2017 saw the introduction
of the SafeStart Safety Passport, Planning and
Delivering Safe Work (PDSW) and Safe Work Leaders
(SWL), improved site welfare facilities, nutrition and
well-being services.  SafeStart17 was attended by
over 800 delegates from; NWR IP East Midlands Team,
Carillion Rail East Midlands, Carillion Powerlines,
Murphy’s, Amco , Galliford Try.

Exhibitors at the event demonstrated how their
products and services support one or more of the
SafeStart objectives.  The Speedy stand received
the accolade of “Best Exhibitor at Show”.  There were
just over 70 exhibitors, so it was a difficult task for the
delegates to decide on their vote for the stand that
made the most impact. The award was presented
by Paul Thomas, Route Delivery Director – Network
Rail.  was The TXM Plant & TXM Rail stand was highly
commended which coming a close second.  The
delegates really appreciated the attention to detail and
the product demonstrations that took place within the
“Speedy Village”.  The stand was very informative and
focused on being “committed to safety”.

‘Market leader for health and safety
pre-qualification’

I

n this issue Worldwide CSR Magazine focuses on
the excellent work of CHAS (Contractors Health and
Safety Assessment Scheme), the established market
leader for health and safety pre-qualification in the
UK. It is available to suppliers (those who provide goods
and services) and to organisations (buyers) looking for
suitably competent suppliers.
The CHAS health and safety assessment scheme is
a pre-approval scheme to allow contractors to show
potential clients that they meet the required health and
safety standards. It has 70,000 suppliers on its database.
The purpose of CHAS is to avoid repeated
applications by suppliers and contractors to become
approved by local authorities and to improve health
and safety in small to medium sized businesses.
Whilst the CHAS assessment scheme is a local
authority and government backed scheme, it can
be used by any organisation looking to short list

suppliers and contractors and can save time and
money for all parties.
CHAS assessors have a vast knowledge base
covering many sectors and through an on-line network
group and buddy system, are able to discuss any
unusual issues with colleagues if necessary.

Before starting work with the organisation they
are required to attend CHAS assessor training.
This training looks specifically at applying CHAS
standards, time-frames for work to be carried out and
how to ensure that the information is entered onto
the CHAS website correctly. This training has to be
renewed on a 2 yearly basis.
CHAS isn’t just for construction companies, it
assesses health and safety for all types of suppliers,
from care services to demolition contractors,
designers and consultants. The aim of the scheme is
to save time and resources by avoiding unnecessary
duplication in the first stage of competence
assessment; the CDM Core criteria.

Every Single year there are fatalities on site due to
poor health and safety standards which in turn costs
billions in lost man hours, pay-outs and fines. In a bid
