The Constitution of The Holy 
Republic of Rashida 
 

PREAMBLE
Together, with the blessing of the Grand Rasul and review of the Triumvirate, hereby draft this brand
new document to set up the organization of government of the Holy Republic known as Rashida.
BASIC PRINCIPLES
BP-1. (1) ​Every citizen is guaranteed the right to life, order, and the attainment of property.
BP-1. (2) ​The government is made up of the people.
BP-1. (3) ​The government is accountable to the people. Likewise, the people are accountable to the
government.

EXECUTIVE GOVERNMENT

LEGITIMACY
Right to Representation
EG-1. ​The Right to Representation is hereby granted to the Citizens of the Republic.
THE COUNCIL
Recognizing the Head Executive Council
EG-2. (1) ​In order to have a functioning bureaucracy to be administered by an Executive Council, this
clause hereby establishes the Madhi Council, the governing body of the Holy Republic of Rashida.
Succession of a new Councillor
EG-2. (2) ​ If a Councillor abdicates then the Madhi Council must convene to elect a new Councillor to
replace them within three days, elsewise free elections will take place to fill the position.

GOVERNANCE

Formation of the Madhi Council
EG-3. (1) ​The Council shall be given the responsibility of appointing citizens as Councillor to the Madhi
Council, who shall manage different departments of the executive government, and to administer those
departments in order to maintain function of the Government.
EG-3. (2) ​The Council has the sole authority to create new Madhi Council seats, to govern the realm and
enforce policy.
Removal of Councillors
EG-3. (3) ​The Council reserves the sole right to remove Councillors from office.
EXECUTIVE DEPARTMENTS
Foreign Affairs
EG-4. (4) ​Foreign Affairs shall be handled by the Atreide, a cultural leader who is the primary diplomat of
the nation.
Military Governance
EG-5. (5) ​The Military of Rashida is lead by the Grand Amir, a member of the Madhi Council who shall
handle the affairs of the Military, and coordinate law enforcement of the Republic.
Urban Planning and Infrastructure
EG-5. (6) ​The maintenance of civil infrastructure, construction of civil infrastructure, and coordination of
the urban planning of the cities of Rashida, shall be organized by the Grand Architect.
Treasury and General Administrator
EG-5. (7) ​The general administration of Rashida shall be organized by the General Director, they manage
the day-to-day operations of Rashida, acting as Head Executive of the city.
EG-5. (8) ​The nation’s wealth and distribution of that wealth to government departments shall be
handled by the General Director.

​LEGISLATIVE GOVERNMENT
LEGISLATIVE COUNCIL
Establishes the Legislative Council
LG-1. (1) ​There will be one Legislative Council consisting of one house.
LG-1. (2) ​The Grand Rasul may vote within the Legislative Council.
Establishes the House of the People
LG-1. (3) ​ The House of The People shall be composed of the sitting Madhi Councillors.
Establishes the Position of People’s Councillor
LG-1. (4) ​ The People’s Councillor shall be a popularly elected representative to legislate on behalf of the
people to the Madhi Council.

TERM OF THE PEOPLE’S COUNCILLOR
LG-2. (1) ​The candidates for People’s Councillor must be distinguished citizens of the Republic and have
been so for one month prior to running for the position of People’s Councillor.
LG-2. (2) ​The term of The People’s Councillor will last no longer than three weeks from the date in which
they were inaugurated.

POWERS OF THE LEGISLATIVE COUNCIL
Power to legislate
LG-3. (1) ​The Legislative Council has the power to make laws for the good of the people, good of the
government, overall order and preservation of society, and may only legislate within the lawful limits of
the Constitution.
PROCEDURE
Meeting Procedure of The Legislative Council
LG-4. (1) ​The Legislative Council shall meet in an eternal session.
Right to self determination of procedure
LG-4. (2) ​The Legislative Council will determine their own procedure for discussing policy.

JUDICIAL GOVERNMENT
THE SUPREME COURT
Establishing the Court of Anaka
JG-1. (1) ​The Court of Anaka shall be established for the ascertainment of order, interpretation of laws,
and means of settling disputes.
Judicial Power
JG-1. (2) ​The Court of Anaka may be used to challenge the following items; actions of a government
official that violate the law, review laws with the power of judicial review, or actions of a private citizen
that violate the rights of other citizens.
JG-1. (3) ​The types of laws that may be reviewed are; National law regarding social policy, infrastructure
policy, economic policy, and domestic policy. The types of laws unable to be challenged by the Court
are; Foreign Policy, and Military policy.
JG-1. (4) ​The Judiciary has the power to name fines, prison sentences, and general punishments subject
to execution of action by the military of Rashida.
Supreme Justice
JG-1. (5) ​The Supreme Justice shall be the Grand Rasul, who is to oversee the entire operation of the
Judicial system of the Republic. The Grand Rasul has the power to name members of the Church to
lower courts, to take Judicial Actions within the bounds given to them by the Grand Rasul, though all
decisions are subject to review and decision by the Grand Rasul.
Location of the Court of Anaka
LG-1. (6) ​All court sessions shall be had in the Grand Temple of Anaka.

ELECTORAL GOVERNMENT
ELECTION ORGANIZATION
Electoral Committee
EL-1. (1) ​The Madhi Council and the Supreme Justice are the sole people responsible for deciding
electoral procedures.

THE PEOPLE
THE RIGHTS OF THE PEOPLE
Rights of the People
PP-1. (1) ​All citizens are guaranteed the freedom to speak freely.
PP-1. (2) ​All citizens are guaranteed the freedom to worship freely.
PP-1. (3) ​No citizen shall be held in custody without proper accommodations.
PP-1. (4) ​No citizen living outside of the city will be deprived of their citizenship.
PP-1. (5) ​All citizens regardless of human race, gender, or age are guaranteed the right to vote.
PP-1. (6) ​No citizen will be denied their rights unless convicted by legitimate jurisdiction.
PP-1. (7) ​No citizen shall be forced to work under contract without pay, or by force.
PP-1. (8) ​Citizens are free to pursue dual-citizenship.
PP-1. (9) ​All citizens have the right to a fair trial.
PP-1. (10) ​All citizens have the right of Habeas Corpus.

OBLIGATIONS OF THE PEOPLE
Taxes
OP-1. (1) ​The citizens will never have to pay taxes to the government of Rashida.

ECONOMY
ECONOMIC PRINCIPLES OF THE REPUBLIC
Formation of the Economy
EC-1. (1) ​Private enterprise is legal for all citizens.
EC-1. (2) ​The Republic has the right to own companies and turn profits to fund the government.
EC-1. (3) ​The Republic has the right to make trade with both its own citizens and foreign entities.
CONSTITUTIONAL SUPREMACY AND AMENDING
SUPREMACY
Supremacy of Constitutional Law
CS-1. (1) ​This constitution shall be the supreme law of the land setting forth the organization of
government.
CS-1. (2) ​No other legislation may contradict or violate the parameters set forth by this constitution in
any manner.

AMENDMENT FORMULA
Amending the Constitution
CS-2. (1) ​The constitution may be amended by petitioning the supreme court to review a proposal to
change the constitution. All citizens may petition the supreme court to perform this act.
