Southampton & Romsey Labour Party
RULES

collective action and support and promote the
return of Labour representatives at all levels of
the democratic process, including in priority
order:

Clause I.
Name of Party Unit and Scope of Rules
1.

The Southampton & Romsey Labour Party,
hereinafter known as ‘S&RLP”.

2.

The general provisions of the constitution and rules
of the national Labour Party shall apply with direct
effect to S&RLP.

3.

The CLPs in Southampton Itchen, Southampton
Test and Romsey and Southampton North
constituencies shall retain all powers, duties and
privileges that are granted to them by the national
constitutional rules and any rules for party units that
apply to them, as laid down by Party Conference,
including any subsequent amendments.

4.

Responsibility for matters relating to the Test Valley
Borough Council area of Romsey and Southampton
North constituency such as conduct of local
elections, appointment of delegates to Hampshire
Labour Party and press contact on local matters
relating to Test Valley is under the management of
the Romsey and Southampton North CLP.

S&RLP shall promote the policies of the Labour
Party within the Southampton Itchen,
Southampton Test and Romsey and
Southampton North constituencies by
formulating in cooperation with the 3 CLPs, a
strategic development plan for the party in the
area and promoting its adoption and
implementation by all party units within the
Southampton Itchen, Southampton Test and
Romsey and Southampton North
constituencies.

D.

S&RLP shall provide the opportunity for all
individual members of the party within the
Southampton Itchen, Southampton Test and
Romsey and Southampton North
constituencies to contribute to the development
of the aims and policies by ensuring that a full
range of party activities are available to them,
including local policy forums, and that they may
participate fully in discussion to broaden the
political education of members of the party and
to increase their influence over the formulation
of the party programme.

S&RLP shall in conjunction with the CLPs in
Southampton Itchen, Southampton Test and
Romsey and Southampton North establish a
joint S&RLP local policy forum (LPF), possibly
in co-operation with neighbouring CLPs, as
authorised by and with the support of the
appropriate Regional Director (General
Secretary) operating to guidelines produced by
the NEC.

The constitution of the Party places an
obligation on party units to work in pursuit of
Labour Party aims with trade unions, cooperative societies and other affiliated
organisations, and S&RLP must consult its
members, elected representatives, affiliated
organisations, and, where practicable, the
wider community in which it is based on policy
making initiatives which are to be forwarded for
consideration as part of the national policy
making process.

Clause II.
Aims and values

National

S&RLP adopts, endorses and shall abide by
the objects of the Labour Party as detailed in
Chapter 1, Clause I of the Labour Party
national constitutional rules and the aims and
values of the Labour Party as detailed in
Chapter 1, Clause IV of the national
constitutional rules.

2. Constituencies

S&RLP shall work to coordinate the forces of
the Labour Party within the Southampton
Itchen, Southampton Test and Romsey and
Southampton North constituencies. S&RLP will
encourage the NEC to establish Constituency
Labour Party’s (CLPs) throughout the 3
constituencies and to keep them fully active.
S&RLP shall work to coordinate the individual
activities of the 3 CLPs.
S&RLP in conjunction with and by working to
co-ordinate the CLPs in promoting the policies
and principles of the Labour Party throughout
the Southampton Itchen, Southampton Test
and Romsey and Southampton North
constituencies shall bring together members
and supporters who share its values to develop
policies, make communities stronger through

Such other bodies as are appropriate.

Clause III.
Individual membership
1.

The conditions of membership for, method of
enrolment of, and level of subscription payable by

individual members of the party within S&RLP shall
be as laid down in the membership rules of the
party in Chapter 2 of the Labour Party rule book.

Clause V.
Affiliation fees

Women members in S&RLP may be organised into
a women’s forum acting in accordance with national
rules and any additional regulations sanctioned by
the NEC and organised jointly across Southampton
Itchen, Southampton Test and Romsey and
Southampton North constituencies.
Individual members of S&RLP between 14 Years
and 26 years of age inclusive may be organised
into a Young Labour forum acting in accordance
with national rules and any additional regulations
sanctioned by the NEC and organised jointly across
Southampton Itchen, Southampton Test and
Romsey and Southampton North constituencies.
There may be established an ethnic minorities
forum to co-ordinate work among Black, Asian,
Minority Ethnic (BAME) members, acting in
accordance with the national rules for ethnic
minorities forums and any additional regulations
approved by the NEC.

Affiliation fees and contributions payable to
S&RLP shall be:
A.

trade unions, branches of trade unions,
branches of socialist societies and other
organisations; 6p per annum per member
resident or registered as an elector within
Southampton Itchen, Southampton Test or
Romsey and Southampton North
constituencies, with a minimum payment of
£6 per branch

B.

co-operative societies and other cooperative
organisations on the basis agreed between
S&RLP and the respective co-operative
organisation, though as a minimum on the
same basis as other affiliated organisations

C.

the Co-operative Party in accordance with the
agreement between the Labour Party and the
Co-operative Union Limited currently in force

D.

all affiliation fees shall be paid not later than
31 December of the relevant year.

Clause IV.
Affiliated organisations

Clause VI.
Officers

Organisations may affiliate to S&RLP if they fall
within the following categories:
trade unions or branches thereof affiliated to
the Trade Union Congress or considered by
the NEC to be bona fide trade unions affiliated
to the party nationally. Where provided by the
structure of an affiliated organisation,
subsections of branches may affiliate
separately at the discretion of the regional
director of the party in agreement with the
appropriate authority of the affiliated trade
union;

B.

co-operative societies, branches of the
Cooperative Party and other co-operative
organisations;

C.

branches of those socialist societies affiliated
to the Labour Party nationally;

D.

other organisations or branches thereof which
in the opinion of the NEC are deemed eligible
for affiliation.

The officers of S&RLP, the Executive Committee,
functional officers and two auditors shall be elected
at the annual meeting of the General Committee
and shall continue in office until replaced, removed
or re-appointed. Officers, auditors, functional
officers and members of the Executive Committee
must be members of S&RLP.

The full officers of S&RLP shall be:

Each affiliated organisation must: accept the

In addition, there may be appointed functional
officers, including:

12. S&RLP shall ensure the establishment of a Labour
Group on Southampton City Council in accordance
with the rules and standing orders for Labour
Groups laid down in the national rules of the Labour
party.

Functional officers shall have the right to attend all
meetings of the Executive Committee and exercise
full voting rights.

The Executive Committee shall consist of the full
and functional officers.

5.

The leader and secretary of the Southampton City
Council Labour group shall be ex-officio members
of the Executive Committee with voting powers only
on local government business.

6.

13. The Executive Committee shall deal with the routine
business of S&RLP and report its activities to the
General Committee. The General Committee shall
devote time to the scrutiny of the business of
S&RLP, the Executive Committee and to the
discussion of policy and party objectives for the
constituencies.
14. The S&RLP Treasurer shall be responsible for
assisting the CLPs in Southampton Itchen,
Southampton Test and Romsey and Southampton
North in meeting their legal and financial
responsibilities under the Political Parties Elections
and Referendums Act 2000 including in respect of
donation reporting, the filing of accounts and, if
applicable, the auditing of accounts.

The PPC’s (where they exist) in Southampton
Itchen, Southampton Test and Romsey and
Southampton North constituencies, shall, when
endorsed by the NEC, have the right to attend
meetings of the General and Executive Committees
of S&RLP as ex-officio members, without voting
power, to report on their work.

7.

The agents for the parliamentary candidates in
Southampton Itchen, Southampton Test and
Romsey and Southampton North constituencies
may also attend Executive Committee meetings as
ex-officio members without voting power.

8.

S&RLP team of officers shall consult and work in
conjunction with the CLPs and any PPC’s in the
Southampton Itchen, Southampton Test and
Romsey and Southampton North constituencies to
develop strategic plans for the development of the
party throughout the area.

9.

The Executive Committee shall meet as required, or
at the discretion of the chair. The secretary shall
give all members 7 days’ notice of a meeting and
not less than 24 hours notice unless emergency
business has arisen.

15. The General Committee may remove any named,
full or functional, officer from an S&RLP Executive
Committee officer position with immediate effect, by
way of an ordinary motion of no confidence, which
shall only be carried with the support of two-thirds
of the members present.
16. The Executive Committee, subject to ratification by
the General Committee, shall have the power to coopt additional members where necessary to fill any
casual vacancies that may arise. Co-opted
members of the Executive Committee shall be nonvoting.
Clause VII.
Management
1.

10. The Executive Committee shall be responsible for
reviewing the implementation of the agreed
strategic development plans for the party in the
area and seek to co-ordinate the CLPs and any
other party units in Southampton Itchen,
Southampton Test and Romsey and Southampton
North constituencies in implementing these
strategic plans.
11. S&RLP Executive Committee shall ensure that all
local government candidates, within its geographic
area of responsibility, shall be selected in
accordance with the rules for selection of local
government candidates laid down in Chapter 5 of
the national Labour Party rules and in the selection

The management of this local party shall be in the
hands of an Executive Committee which shall be
appointed by and report to a General Committee
consisting of:
i.

All individual members from Southampton
Itchen, Southampton Test and Romsey
and Southampton North constituencies;

ii.

Affiliated organisations, in accordance with
Clause III of these rules. Each affiliated
organisation may have a maximum of five
delegates to the General Committee of
S&RLP.

The General Committee shall, but only with the
specific prior approval in writing of the NEC, have
the power to enter into property-related transactions
on behalf of the party. Such power may also be
exercised by the Executive Committee, or by

officers of the General Committee, if so authorised
by the General Committee.

NEC approval will be conditional in all
cases upon legal title to the property being
vested in Labour Party Nominees Limited
as Trustee for the relevant Party unit or in
such other Trustee for the relevant Party
unit as the NEC may appoint.
The General Committee and the Executive
Committee shall procure that all legal title
to property leasehold and freehold
presently held for S&RLP shall forthwith be
transferred to Labour Party Nominees
Limited to be held by it as Trustee for
S&RLP upon the standard terms of Trust
from time to time approved by the NEC.

The General Committee shall, but only with the
specific prior approval in writing of the NEC and on
such terms and conditions as shall be approved by
the NEC, have the power to employ staff on behalf
of the party. Such power may also be exercised by
the Executive Committee or by officers of the
General Committee if so authorised by the General
Committee. In all such circumstances, the primary
responsibility for meeting financial and other
obligations in respect of such employees shall be
borne by S&RLP.
All finances for S&RLP shall be held by the
Treasurer on behalf of the Executive Committee
and the members. The EC shall in conjunction with
S&RLP LCF and Romsey and Southampton North
CLP agree and allocate a budget for local elections
in the area of Romsey and Southampton North
constituency covered by Test Valley Borough
Council, in proportion (initially 50%) to the
membership fees due in respect of members
resident or registered to vote in that area during the
year of the election.
S&RLP Executive Committee shall ensure that
Local government candidates shall be selected by
the LCF in accordance with the rules for selection of
local government candidates laid down in Chapter 5
of the national Labour Party rules and in the
selection guidelines appended thereto along with
any of the regulations approved by the NEC.

Clause VIII.
S&RLP Local Campaign Forum (LCF)
.

To co-ordinate the activities of the CLPs in
Southampton Itchen, Southampton Test and
Romsey and Southampton North
constituencies; for the purpose of securing the
return of Labour representatives to
Southampton City Council (‘the council’).

B.

To work collaboratively with the Southampton
City Council Labour Group to organise
opportunities for individual members, branches,
trade unions, affiliated organisations and
community organisations to maintain an
ongoing dialogue with the Southampton City
Council Labour Group on current local
government policy issues and on ideas for the
Party’s future programme and manifesto.

C.

To compile a panel of candidates for local
government vacancies within the borders of
Southampton City Council in accordance with
the provisions of Chapter 5 of the national rules
of the Party and in the selection guidelines
appended thereto along with any other
regulations approved by the NEC.

D.

To undertake activities within the Southampton
Itchen, Southampton Test and Romsey and
Southampton North constituencies for the
purpose of the recruitment of new local
government candidates.

E.

The LCF shall seek to contest all seats in each
electoral area of Southampton City Council in
consultation with the CLPs in the Southampton
Itchen, Southampton Test and Romsey and
Southampton North constituencies.

LCF General Principles

A.

The S&RLP Local Campaign Forum will be
structured to deliver the best organisation and
campaigns in pursuit of the objects above and
to secure the best possible representation for
Labour in Southampton City Council.

4.

LCF Membership

A.

The membership of the S&RLP LCF shall be
focussed around campaign delivery, the
recruitment and selection of candidates and the
development of opportunities for wider
engagement with Southampton City Council
issues.

B.

The membership of the LCF shall include:
i.

the S&RLP Campaign Co-ordinator,
elected by the General Committee at the
AGM;

ii.

the Chair of S&RLP;

The S&RLP Local Campaign Forum (LCF).

Objects:

iii. the Treasurer of S&RLP;

Parties, Elections and Referendums Act
2000, it shall have an additional officer of
Deputy Treasurer. The Chair shall also be
the deputy treasurer to be notified to the
Electoral Commission. In exceptional
circumstances, and with the prior approval
of the General Secretary, a different
person may be appointed.

iv. the leader and deputy leader of the
Southampton City Council Labour Group,
or 2 other group members appointed by
the Labour Group;
v.

any appropriate local and regional Party
organisers;
E.

The LCF Executive Committee shall
consist of the officers, the leader and
deputy leader of the Labour Group and 3
members elected by the LCF. Accredited
Party organisers within the area may
attend Executive Committee meetings
without voting power.

F.

The LCF Executive Committee, subject to
agreement, shall have the power to co-opt
additional members where necessary to fill
any casual vacancies that may arise or for
any other purpose as they see fit. Coopted members of the LCF shall be nonvoting.

vi. the campaign co-ordinators and
appropriate representatives from
Southampton Itchen, Southampton Test
and Romsey and Southampton North
CLPs, including, representatives from
trade unions and other organisations
affiliated to those CLPs.
vii. appropriate representatives from trade
unions and other organisations affiliated to
S&RLP.
viii. Where a Co-operative Party council exists
for the area of Southampton City Council
and they sponsor candidates in local
elections, they shall be entitled to appoint a
member to the LCF.

A.

The S&RLP LCF annual meeting shall be
held in November each year subsequent
to the S&RLP AGM, or if such a meeting is
not held, as soon as possible afterwards.

B.

LCF Officers and Executive Committee

The LCF shall meet whenever necessary
to deliver the best organisation and
campaigns to secure the best possible
representation for Labour in Southampton
City Council. As a minimum, the S&RLP
LCF shall have at least one meeting a year
for each of:

i.

the creation of a Southampton City
Council elections campaign strategy;

ii.

the creation of a candidate recruitment
strategy;

ix. Additionally, any sitting Southampton
Itchen, Southampton Test, or Romsey and
Southampton North, MP and / or PPC,
MEP, or PCC may attend the S&RLP LCF
as ex-officio members.
x.

LCF Meetings

B.

S&RLP should work to ensure that the
membership of the LCF is representative
of the communities in which it will work.

At the first meeting of the LCF and
annually thereafter the S&RLP Campaign
Co-ordinator, elected by the General
Committee at the AGM, shall, if willing, be
appointed the LCF Chair. The Treasurer of
S&RLP shall, if willing, be appointed the
LCF Treasurer. The remaining vacant LCF
officer positions and 3 ordinary Executive
Committee members shall be elected by
the LCF.

iii. the creation of a candidate selection
strategy and to convene a selection
panel.

Where the number of LCF members make
it practicable, the LCF may resolve that the
whole LCF shall perform the functions of
the Executive Committee.

C.

The LCF officers shall consist of a chair,
vice-chair, and secretary. At least one of
the officers shall be a woman.

Where the LCF is an accounting unit of the
Labour Party with regard to the Political

shall meet as required.

Meetings should be conducted in a
comradely fashion. No one entitled to
attend shall be precluded because they
cannot gain access to the meeting room
for any reason. Harassment or intimidation
of members on the basis of gender, age,
sexual orientation and gender identity,
disability or race is unacceptable and will
be considered a disciplinary offence.

In the event of a by-election arising the
LCF Executive Committee shall consult
with the Executive Committees of the
S&RLP and the CLP and/or branches
concerned to ensure that a candidate is
selected as far as possible following the
procedure referred to above. In the case of
an emergency, it shall take whatever
action that may be necessary to meet the
situation and to ensure that the vacancy is
contested by the Party.

D.

The Executive Committee of the LCF shall
seek to contest all seats in each electoral
area, for which it is responsible, in
consultation with S&RLP and the CLP
concerned.

Campaigns

The LCF Chair shall: co-ordinate
Southampton City wide campaigns; liaise,
where necessary, with head office and
their English regional office in the
Southampton City wide promotion of the
party’s campaigns; and liaise as
appropriate with the CLPs, and any
election agents, in Southampton Itchen,
Southampton Test, and Romsey and
Southampton North constituencies over
the election campaign strategy at local
council, devolved Institutions, Westminster
and European Parliament level.

Where the S&RLP Campaign Co-ordinator
elected by the General Committee is not
the election agent, the LCF Executive
Committee shall ensure that election
agents are appointed to be responsible for
all local elections within the area of the
CLPs in Southampton Itchen,
Southampton Test, and Romsey and
Southampton North constituencies. Where
a CLP covers only part of the
Southampton City Council area, the
Campaign Co-ordinator / agent elected by
the General Committee shall liaise with
other agents within that council area in
order to ensure a unified and co-ordinated
campaign.

Policy
A.

10. LCF Finance
A.

The administrative expenses of the LCF
shall be met by S&RLP.

B.

S&RLP shall be responsible for the
expenses incurred by the LCF in
contesting local government elections and
by elections within the electoral area of
Southampton City Council.

C.

S&RLP shall agree subscribed financial
contributions to LCF administrative costs
and expenses incurred in contesting local
government elections and by elections,
within the electoral area of Southampton
City Council, with the CLPs in
Southampton Itchen, Southampton Test,
and Romsey and Southampton North in
agreed proportions.

Candidates
A.

The electoral policy and programme for
the Southampton City Council elections
shall be determined by the General
Committee of S&RLP in consultation with
the Southampton City Council Labour
Group, or where no Labour Group exists
the LCF. The LCF shall work to organise
opportunities for wide consultation to
assist the development of policy.

The S&RLP LCF shall select and convene
an interview panel for the selection of
candidates. This shall include a member of
the LCF, and CLPs in Southampton
Itchen, Southampton Test, and Romsey
and Southampton North and the
Southampton City Council Labour Group
may nominate a member to sit on this
panel. The LCF may co-opt additional
members, including members from other
Labour parties, when it is deemed
necessary, in line with the selection
guidelines approved by the NEC.

11. Relations with the Labour Group

Candidates for the appropriate elections
shall be selected in accordance with the
rules for the selection of local government
candidates laid down in Chapter 5 of the
national Labour Party rules and in the
selection guidelines appended thereto
along with any other regulations approved
by the NEC.

For the purpose of maintaining contact
between the Southampton City Council
Labour Group and the local Party,
representatives of S&RLP, the LCF and
the CLPs (‘group observers’) may attend
group meetings with the right to speak on
all matters coming before the group
(subject to the Labour Party national group

rules at Chapter 13 Clause IX and Chapter
13 Clause XIII) but not to propose or
second motions or amendments or to vote.
The number of group observers shall be
locally determined but shall not exceed
one third of the membership of the group
up to a maximum of six observers.

and cooperate with the Regional Office to
ensure that the CLPs which have a
geographical interest in the LCF are able
to meet their legal and financial
obligations.
D.

Should this LCF fail to co-operate with the
Party with regard to its obligations under
the Act, the NEC will not hesitate to take
appropriate disciplinary action against
individual members and/or suspend this
LCF.

E.

Any insertions or proposed changes to
these rules for the S&RLP LCF are subject
to the approval of the NEC.

F.

The NEC shall have the authority to
determine how these rules shall be applied
in particular circumstances and make any
adaptations necessary to suit different or
new levels of local government as they
arise.

12. Miscellaneous
A.

The general provisions of the constitution
and rules of the Labour Party shall apply to
this Local Campaign Forum.

B.

Where this LCF is an accounting unit of
the Party with regard to the Political
Parties, Elections and Referendums Act
2000, it shall co-operate fully with regard
to its legal and financial obligations.
i.

ii.

All accounting units will comply with
their legal obligations under PPERA
2000 including using 1 January to 31
December as the financial year,
maintaining adequate financial
records, identifying and reporting
donations and loans, producing an
annual statement of accounts and
providing all relevant information as
requested to the Party. Failure to meet
these obligations may lead to the NEC
taking disciplinary action against
individual members, the suspension of
the appropriate Party unit or both.

Clause IX.
Method of organisation
1. General

Following each annual meeting of the
LCF the S&RLP secretary shall
forward to the General Secretary a
copy of the LCF annual report,
including the annual statement of
accounts and such other information
as may be requested by the NEC in
the format required and in compliance
with S&RLP legal and financial
responsibilities under the Political
Parties, Elections and Referendums
Act 2000.

iii. The annual statement of LCF accounts
must be presented to and approved by
a general meeting of S&RLP in the
first quarter of the year following the
year in question. Where required by
PPERA 2000, the annual statement of
accounts must be forwarded to the
Electoral Commission by 30 April of
the year following the year in question.
C.

A.

S&RLP may maintain all member meetings
(AMM) as its preferred method of organisation.
The General Committee may seek approval
from the NEC to adopt a delegate method of
organisation, or to pilot new methods of
organisation to meet its objectives as part of
an agreed development plan that continues to
meet the constitutional obligations of S&RLP.

B.

The Procedural guidelines for the general
organisation of Constituency Labour Parties in
the national Party rules at appendix 7 are
adopted and annexed to these rules and shall
apply directly in the same terms to S&RLP.

C.

Any method of organisation adopted by
S&RLP shall be in accordance with the
adopted rules in the Procedural guidelines for
the general organisation of Constituency
Labour Parties in the national Party rules.

Clause X.
Conditions for Membership of the General
Committee

Where the S&RLP LCF is not an
accounting unit of the Party with regard to
the Political Parties Elections and
Referendums Act 2000, it shall liaise with

All members must be individual members of the
Labour Party in Southampton Itchen, Southampton
Test or Romsey and Southampton North CLPs as
described in the membership rules at Clause III.

Members of Parliament may be members of the
General Committee in the constituency they
represent, provided they either reside or are
registered as electors in the constituency. They
