CHAPTER 8 - LEAVE
Of Leave For
rules contained in Chapter VIII of the
Punjab Civil Services Rules, Volume-I, Part-I
a n d Appendices 11, 12, 13, 16, 17 a n d 20 of
the Punjab Civil Services Rules, V o l u m e I, PartII shall be
mutatis mutandis applicable to the
leave a n d all related matters of Police Officers
of all ranks, subject to further
incorporated in these Rules.
All officers a n d personnel, w h o have to deal in
any capacity, with leave a n d related affairs,
shall acquaint themselves with these rules.
T h e earned leave shall b e c o m e d u e on account
of time spent o n
duty. T h e
cannot be claimed as a matter of right. T h e
authority e m p o w e r e d to grant the leave m a y
refuse or revoke
it in the interest of the
service, or in accordance with these rules.
A separate leave account shall be maintained,
in Appendix 8.3 (1), in the office to which he is
subordinate, for every police officer. In this
leave to which the
entitled, shall be periodically placed to his
credit and the leave which he has enjoyed shall
be debited. T h e leave d u e m a y be granted o n
average pay or half-average pay, or partly on
o n e a n d partly on the other or absolutely
without pay, as an extraordinary leave as laid
d o w n in the Rules. T h e leave not d u e m a y be
exceptional circumstances, for not m o r e than
three m o n t h s at any o n e time a n d six m o n t h s
in all, otherwise for any duration o n medical
grounds, for being severely handicapped or
official functions, o n the r e c o m m e n d a t i o n of
the Medical Board.
T h e following rules relating to leave are to be
observed by all police officers:A
Police Officer w h o
account of ill-health, w h e t h e r technically o n
medical certificate or not, shall before he is
permitted to return to duty, be required by the
authority which granted him leave to produce
a medical certificate in the following form:d o hereby

leave is for m o r e than three months, or leave

extension states at the time of granting such
certificate, that the G o v e r n m e n t servant need
not appear before another Board to obtain the
certificate of fitness to return to duty.

Lien Over His
police officer returning from leave is not
entitled as a matter of right to r e s u m e the post
which he held before going o n leave unless the
order granting him leave specifically preserved
his lien on such post. H e m u s t report his return
to the authority which granted his leave and,
unless orders of posting have already b e e n
conveyed to him, await orders.
A police officer holding a temporary post m a y
be granted leave, within the limits allowed by
Rule 8.116 to 8.119 read with 8.133 of Punjab
Civil Service Rules, Volume-II, Part-I provided
he has held such temporary post for at least
o n e year or, if he has held such post for less
than o n e year, provided no extra expense to
G o v e r n m e n t is involved. Probationary police
officers m a y be granted such leave as w o u l d
be admissible to t h e m under these rules if they
had b e e n confirmed in their appointments ;
but leave to probationers while undergoing
instructions will only be granted in cases of
G o v e r n m e n t in the nature of a brief holiday,
a n d is not treated as absence from duty. Such
leave, consequently, shall not be entered in
Casual leave m a y be granted by the authorities
below, subject to
condition that it does not exceed ten days at
any o n e time or twenty days in a year, a n d that
leave exceeding four days is not granted m o r e
than twice in a year.
Police officers o n casual leave are prohibited
places, w h e n c e
within the period of their leave is likely to be
b r e a k d o w n in transport or similar accidental
cause, or from which they cannot return to
their headquarters within 36 hours notice. For
special a n d adequate reasons the D G P
relax this rule in particular cases, but it should
ordinarily be strictly observed.
T h e police officers while enjoying leave of any
kind, m a y proceed on leave after 12:00 noon,
o n the day prior to the leave day a n d r e s u m e
his duties before 12:00 noon, o n the day, after
the leave day.
Exceptions to the provisions of Rule 8.5 (2) are
leave up to 30
granted to police officers required to
undergo treatment for a chronic ailment.

exceptions will not count against the annual

police officer is prevented from attending to
his duties by causes b e y o n d his control.
T h e Police officers in independent charge of
districts shall inform the District Magistrate
w h e n applying for casual leave, a n d shall state
in their applications to the Deputy InspectorGeneral that the details of leave proposed by
t h e m are intimated to the District Magistrate.

to another or returning from leave m a y
allowed or not allowed joining time.
Joining time will not ordinarily be allowed to
subordinate police officers transferred within
district in which
are serving, or

that from which they proceeded o n
