Con el Plan del Primer Empleo, el gobierno macrista debuta en materia de política laboral reforzando la agenda económica neoliberal, con una política de reducción del costo laboral a través de la transferencia de recursos del Estado al sector empresario – desfinanciando la seguridad social (ANSES) y los recursos del Tesoro Nacional . Existe una coherencia histórica en esta agenda neoliberal al limitar y simplificar la problemática del empleo a una cuestión de costos laborales. Esta concepción se estructura sobre la idea de entender al salario exclusivamente como un costo de la economía por ende, cuanto más reducido, mejor y no como un factor de demanda cuyo incremento fortalece la pujanza del mercado local y seguidamente motoriza la actividad económica. La política de reducción y/o exención de las contribuciones patronales ha formado parte del recetario neoliberal desde que, en la última dictadura militar, Martínez de Hoz dispuso la supresión de las contribuciones patronales a las cajas previsionales . Un segundo 4 intento lo introdujo Domingo Cavallo en el Gobierno de Carlos Menem, quien redujo en primer lugar las contribuciones patronales de la industria, y luego extendió esta práctica al conjunto de la economía . Ambas experiencias dejaron como resultado una crisis de financiamiento de la seguridad social, que se intentó solucionar por la vía del endeudamiento, de la reducción de beneficios y del ajuste del gasto público orientado a los sectores populares. En años recientes, la política de reducciones a las contribuciones patronales ha sido rescatada en varias iniciativas legislativas, entre ellas, un proyecto del actual Ministro de Trabajo Jorge Triaca quien presentó en el año 2013 el “Proyecto Aportes y Contribuciones al Sistema de Seguridad Social para Primer Empleo y Mayores de 50 años” una pieza de dudosa calidad conceptual, jurídica y legislativa.3 Respecto de lo anterior, la gran novedad del Plan de Primer Empleo es que no sólo reintroduce la política de reducción a las contribuciones patronales aplicada en el pasado sino que, además de este beneficio, ahora el Estado ofrecerá a las empresas una transferencia monetaria directa, entre ellas las grandes empresas nacionales y multinacionales, en calidad de subsidio al salario del trabajador . La implementación de este subsidio, tanto en su significado como en su materialidad, constituye otra pieza más de una política de redistribución de los recursos públicos hacia los “nuevos gerentes” del Estado, que tiene como contracara la demonización y eliminación de los subsidios a los servicios públicos, el aumento de las tarifas del transporte y la reducción del salario real de los trabajadores y sus familias como consecuencia de la brutal devaluación. Mientras el Plan del Primer empleo ofrece a las 4 empresas beneficios para financiar hasta un 30% del salario de sus trabajadores, los ciudadanos más vulnerables reciben una devolución indirecta del IVA – un laberinto por consumos de la canasta básica con un tope de $300. # La solución neoliberal para los problemas actuales . La reducción de las contribuciones patronales y el subsidio a las empresas repite el viejo dogma liberal que afirma que la reducción de los “costos laborales” genera por sí sola nuevos puestos de trabajo. Liberation and its Limits: Negotiating Queer Male Sexuality in Arthur Tress’ 1977 Superman Fantasy. Adding to multiple 1960s and 70s American ‘liberation narratives’, Gay Liberation mobilized social progress through essentialized representation. Shot in industrial ruins of Manhattan’s Chelsea piers historic gay cruising sites Arthur Tress’ 1977 photograph, Superman Fantasy , features a white male poking his penis through a cardboard Superman cutout. The merging of Tress’ male model with Superman’s artifice produces multiple readings of an incorporated double body. Examining the secret identity archetype as queer metaphor, oblique relations to masculine myths like Superman highlight broader negotiations with nationalism neocolonial orderings of the “American way” are bound to Gay Liberation itself, recuperated as a homonationalism . A black and white photograph excluding Persons of Color, Superman Fantasy chromatically fuses the whiteness of its characters, exposing a gendered racism in neoliberal imaginaries: queer cis white males are displaced by heterosexist matrices, but remain “gay figureheads” from privileges of race and ‘biological’ sex. Branding the queer white male body, Superman acquires new genitals, physically coopting ‘Othered’ sexuality into flat construction: fantasy becomes a vehicle for control and domination. However, penetrating the cutout is a symbolic act of queer vigilantism, echoing Superman’s heroic acts outside the law through postStonewall illegalities of samesex relations. Viewing identity as a tenet of capitalism, Superman Fantasy’s penetration models accelerationist liberation when paired with time: the only way out is through. This latter point locates current possibility and tension for liberation, ‘speeding up’ global capital toward imminent rupture through cybernetic projection. To anyone that’s been paying attention, it’s obvious that nothing is getting better. In fact, the biocrisis we are experiencing is progressively worsening with each passing moment. As governments, politicians, and NGO leaders scramble for a way to reorganize the social and political superstructure while leaving the economic base intact, the world’s most marginalized indigenous peoples have already felt the impact of rising tides. Whilst politicians of both states and social movements repeat platitudes, smile at their constituents and face off against each other, some realists are looking to a climate changed future less as something that can be avoided and more as something that will need to be policed. The pentagon has been preparing for food riots, insurrection, and civil unrest ever since the evidence for climate change has been solidified. Not only will Joe Riotcop smash his baton into your skull while you try to secure a loaf of bread for your family in the near future, but right now our “leaders” are feeding you false solutions that promise nothing but more growth for the sake of growth, “the ideology of the cancer cell”, as Edward Abbey put it. Carbon trading is nothing more than a way for the biggest polluters to look like they are doing something about climate change and make a fortune in the process. Governments arbitrarily give out carbon credits, usually to the biggest polluters, and they are traded as a normal commodity. Two of the largest carbon trading schemes that have already been implemented are REDD (Reducing Emissions from Deforestation and forest Degradation) and CDM (Clean Development Mechanisms). Their joint implementation is a way of privatizing, selling and profiting more from our natural resources. Since its inception, capitalism has been on a collision course with all life on this planet, and we have reached the impact point. To suggest that we limit carbon emissions through legislation, put solar panels on rooftops, or utilize carbon pricing as a solution is pure naivety. If the people most affected by climate change truly had a voice, and through the electoral process could force the massive changes needed to shift the economic policies of the most powerful first world nations, then we wouldn’t even need to muck about with electoral politics and could simply throw the bastards out. Both revolution and sweeping economic changes across the globe brought about by the good will of the bourgeois and the political class are equally probable; ie, not very. We are situated within the collapse of civilization, it is just happening to slow for us to notice. The current world economic crisis (more severe in some places than others) marks the end of the neoliberal phase of capitalism. ‘Business as usual’ (financialisation, deregulation, privatisation...) is thus no longer an option: new methods of accumulation and protectionism will need to be found by governments and corporations to keep capitalism chugging along. This will be the green economy. The placebo to replace the bitter pill of almostdoomed revolution.
