NCP network is coordinated by 2 persons: Yegor Dubinsky
(National Academy of Sciences) and Stella Shapoval (Ministry of
Science and Education)
Number of UA NCPs: 38 (33 people), for the various Horizon
2020 Programme sections, areas and functions.
These NCPs are based at Ukrainian universities, institutes of the
National Academy of Sciences of Ukraine and other
organizations such as NGOs (for instance, Agency of European
Innovations nominated as NCP to ICT area).
Most NCP staff members in the network have experience in
participation in European projects co-financed by European
Commission from FPs. They were involved in international R&D
cooperation – the majority participated in FP6 and FP7 projects, and in
other European programmes such as Tempus, Erasmus, Erasmus+

Financing (How is the NCP work financed)
The organizations nominated as NCP finance their activities from
different sources – the majority (approximately 10 of them) is
funded from the state budget since 2014, which covers salary,
materials, services and travel costs.
Some organizations from the NCP network cover the financing
from the budget of the host organization or from other, external
sources, for instance international projects.
Some NCP members are working voluntary – without any
external financing and finance their services from own sources.
Only a few member organizations perform the NCP activities
along with their ordinary duties (research), working therefore on
a part time basis.

NCP system Ukraine - Webpages
The majority of the NCP members have developed webpages and maintain
them to present general information about NCP activities, Horizon 2020
program, open calls, scientific events, partners search support and
consultations. They wish to provide for potential proposers an easy access to
the most important European information sources about Horizon 2020 and to
present the competences of Ukrainian organisations to the European
research community.
Some NCP regularly update the webpage paying attention to the most
relevant information to the specific area of their activity (like transport,
energy or ICT) and publish new trends in European policy relevant to their
specific areas as well as providing the information about major Ukrainian and
European events dedicated to Horizon 2020 programme and its priorities.
Only a few organizations maintain the webpages in foreign languages (English
and Russian), as well as making use of social media such as Facebook or
LinkedIn as dissemination tool.

FP7-ICT: PICTURE, EECA-2-HORIZON (http://eeca-ict.eu)
The overall aim of both projects is to engage the EU and EECA stakeholders
from across research, academia, industries, government and civil society to
enrich and support the EU-EECA ICT Policy Dialogue, and to reinforce strategic
partnerships between EU and EECA ICT organizations

NoGAP aimed to bridge the gap between research and innovation. The overall
objective of the project was to reinforce cooperation with Eastern Partnership
countries to develop a 'Common Knowledge and Innovation Space' on the
societal challenge 'secure, clean and efficient energy'.

The UKRAINE project was established in January 2015 to capitalize on
opportunities for partnerships created by the finalization of the EU-Ukraine

UA ICT NCPs problems:
- Lack of information on statistics and UA organizations
participating in the submitted/winning proposals, which makes
any analysis very difficult
- Lack of contacts and relations (especially foreign contacts)
- No efficient coordination of NCP network (from National
Coordinator)
- Lack of the state funds for the support of the international
activities
- Insufficient funding of NCP activities
We also need EU Financial support to experts visiting Ukraine
