The plaintiffs respectfully represent as follows:
1. The plaintiffs are the Commissioner, State of Connecticut, Department of Emergency

Services and Public Protection and the State of Connecticut, Department of Emergency Services
and Public Protection and are aggrieved by a final decision and order of the defendant Freedom
of Information Commission.
2. The plaintiffs are filing an appeal from said final decision and order.
3. The plaintiffs have applied for a stay of enforcement of said final decision and order
pending the outcome of the appeal.
WHEREFORE, the plaintiffs hereby apply for an order directed to the defendants
Freedom of Information Commission and David Altimari and the Hartford Courant to show
cause why a stay of enforcement should not issue pending further proceedings in this court.
