IMPLEMENTATION GUIDE

PURPOSE OF IMPLEMENTATION GUIDE
The purpose of this guide is to provide explanation beyond the language contained within WAC 392-700 and
to provide clear information for any district, agency, community college or public entity who wishes to operate
under this WAC as an approved Open Doors [1418] Youth Reengagement Program.
Specifically the purpose of this guide is to:



Clarify each section of the WAC, the required program elements and the procedures that must be
followed.



Provide some contextual background to more clearly explain the sections of the WAC that are
nontraditional.



Encourage collaboration between districts, colleges, community-based agencies, and other public
entities to provide the services that support youth who have multiple needs.






Help distinguish between required and recommended or suggested practices.



Provide mechanisms and models for future questions to be asked and answered.

Provide examples of current practices.
Provide forms and procedures that can be modified for unique programs and partnerships.
Provide technical assistance to districts, colleges, community-based agencies and other public entities
as they are considering or developing youth reengagement programs.
