Byrd’s 1946–1947 Opera=on High Jump was
the largest Antarc=c expedi=on to date with
thirteen warships and over 4,000 scien=sts and
sailors. La=n Americans as well as US
journalists compared it to a military invasion.
Neither did it please the Bri=sh who expected
it to be followed by an official declara=on of US
sovereignty over the disputed peninsular
region.

In 1948 the United States circulated an
interna=onaliza=on proposal calling for the
seven claimant na=ons to renounce their
sovereignty and pursue a condominium
arrangement, perhaps through the United
Na=ons. The claimant na=ons adamantly
rejected that, and months later Chile proposed
the Escudero Plan to “shelve” the sovereignty
issue for up to a decade while acemp=ng to
reach agreement on other issues, including
how to exclude the USSR.

In 1949 the United States facilitated an
agreement among Chile, Argen=na, and Britain
to avoid hos=le naval displays, such as the
dispatch of HMS Nigeria in 1948 as Britain’s
warning to the La=n American na=ons. In 1949
the United States and Britain also accepted the
Escudero Plan as the basis for a future
agreement.
