What the tool actually does
A scanned PDF holds pictures
If the document came from a scanner, its pages are photographs. Converting it to an editable document gives you those photographs laid out on a page, still as pictures. What turns a scan into words is optical recognition, a separate step, and it has to run before the conversion.
Editable comes close, and rarely exact
Exporting to an editable format rebuilds a layout out of a document that had none: a PDF stores where every character sits, and leaves the structure to be guessed. The result is close and workable, and it is rarely pixel for pixel. Expect to tidy a table or two.
Images give one file per page
Choosing JPEG, PNG or WebP produces one file for each page, delivered together in an archive. That is why a hundred page document gives you a hundred images: there is no single picture that could hold them all.

My PDF is a scan, why is the result not editable?
