Three situations it was made for
A scanner that fed the stack sideways
Landscape pages scanned as portrait come out lying down. One quarter turn fixes the lot.
A document that reads upside down
A stack put in the tray the wrong way up. Half a turn and it reads normally.

What the tool actually does
The rotation is written into the file
Turning a page in your reader changes only your view of it: send the file on and the next person sees it lying down again. This tool writes the rotation into the document itself, so it travels with the file.
Every page turns the same way
The turn applies to the whole document. A file where only some pages are sideways needs to be split, rotated in parts and merged back, which the toolbox can do in three steps.
Nothing is re-encoded
The pages themselves are untouched: only their orientation changes. Text stays selectable, images keep their resolution, and the file weighs what it weighed.

Can I rotate only some pages?
Not from this tool. Split the document, rotate the part that needs it, then merge the pieces back together.
Is the quality affected?
No. Only the orientation is written; the pages themselves are copied as they are.
My reader can already rotate, why use this?
Because your reader changes only your view. The rotation here is written into the file and travels with it.
Which direction should I pick?
Look at the first page. A page lying on its left side needs a quarter turn clockwise; on its right side, anticlockwise.
